Inground pool cost dataset

This is the complete dataset behind the inground pool calculator, at national wage rates. Its structural decision is to separate the pool from everything the pool obliges you to build: the hole and the lorries that take it away, the paving you stand on, and the barrier and the bonding grid that a residential code requires rather than a salesperson suggests. Last reviewed 2026-08-24.

What is required rather than chosen

Items required by code on the reference pool

Equipotential bonding grid around the shell and the equipment — materials155 linear ft$791
Dedicated circuits to the pad, GFCI protection and a disconnect — materials1 each$910
Safety barrier with a self-closing, self-latching gate — materials100 linear ft$3,150
Together, out of $46,08111%$4,851

This share is the number this dataset exists to publish, and we have not found it anywhere else. ⚠️ It matters because it explains the quotes that look impossibly cheap: they are not cheating, they are pricing a pool without the things you are obliged to have. The bonding grid is the one to look for by name — a copper loop laid round the shell before the concrete goes down, tying the structure, the ladder anchors, the paving reinforcement and the pump motor together so everything a swimmer can touch sits at the same electrical potential. It is buried the day it goes in and it is an inspection point almost everywhere.

The hole, by size

Excavation, spoil and cost by pool size
PoolWettedDugLorriesVinyl, complete
10 × 20 ft500 sq ft63.7 cu yd7$39,476
12 × 24 ft648 sq ft86.3 cu yd9$46,081
16 × 32 ft992 sq ft141.6 cu yd15$61,794
20 × 40 ft1,400 sq ft210.6 cu yd22$80,286

The hole is the plan size plus 1.5 feet of working space each side and a little extra depth, which is why it is bigger than the pool. Soil swells by a factor of 1.25 once dug, and a lorry takes 12 cubic yards — so the reference pool digs 86.3 and leaves in 9 loads. ⚠️ Wetted interior, not water surface, is what the vinyl and gunite shells are priced on, because floor plus walls is what actually gets built and lined. That is why average depth moves the price and not just the footprint.

Three shells, and the access to the hole

×1.7 — Only a compact machine fits down the side289.6$48,397
×2.8 — No ground access at all338.6$52,030

The access factor multiplies the machine hours and the labourer hours, and that is not double counting: when only a compact machine fits down the side, the spoil stops going straight into a lorry and starts being shuttled out by somebody. ⚠️ What it does not include is crane hire on a site with no ground access at all — reach, set-up and whether the road has to be closed are what price that, and none of them can be read off a form. It is declared in the exclusions rather than buried in a contingency.

Computed at national wages by trying each size from largest to smallest on the cheapest shell — vinyl — with three feet of paving all round and a barrier. «Complete» is the whole point of the table: it is the configuration you can actually swim in and are allowed to leave in a garden. ⚠️ Rows that say none are not a failure of the model. They are the honest answer to the question people type, and they are the reason to read a quote line by line rather than comparing totals.

Line items

66% of the reference total comes from estimated rather than official figures. The reference job is a 12 × 24 foot vinyl liner pool at 5 feet average depth, with 400 square feet of paving and 100 feet of barrier: 258.4 trade hours across six trades and 9 lorry loads out. ⚠️ The BLS publishes no pool installer occupation, so the hours are split across the trades it does publish and that really do each part.

The reasoning behind each figure

Setting out, utility locates and drawings for the permitestimated, ±56%
  • Marking the pool on the ground, calling in the utility locate before anybody digs, and producing the plan and equipment schedule a building department wants to see.
  • ⚠️ The permit fee itself is NOT in here and is not in this dataset at all: it varies by an order of magnitude between jurisdictions and there is no national source for it. A pool permit is one of the ones that most often comes with an inspection schedule attached, so ask early what yours costs and how many visits it buys.
  • The band is a straightforward rectangle in a flat garden at the bottom, and a sloping site that needs a surveyed plan at the top.
Machine excavation of the pool and the working space around it
  • FEMA cost codes 8280 and 8281 exclude the operator, so operator hours from SOC 47-2073 are added on this same line instead of being hidden inside the machine rate.
  • Modelled at one hour per 6 cubic yards for a machine with clear access. That is deliberately slow next to a trench rate, and it is the point: a pool hole is not a hole, it is a shape. It gets over-dug, cut back, benched for the steps and finished to a string line, and on a vinyl pool the floor has to end up flat enough that a liner does not read every bump in it.
  • ⚠️ Access multiplies this line and nothing else does as much. A compact machine down a side passage moves roughly a third less per hour and the spoil has to be shuttled, which is why the same hole costs half as much again.
  • The band is which machine the site allows, not how hard the digging is: rock, a high water table or a buried oil tank are excluded from this dataset because none of them can be predicted from a form.
Labourers: trimming, string lines and hand work in the hole
  • Modelled at 0.35 hours per cubic yard excavated, and multiplied by the same access factor as the machine. A machine gets a pool hole close; people get it right.
  • ⚠️ The access factor belongs on this line too, and that is not double counting. When only a compact machine fits down the side, the spoil stops going straight into a lorry and starts being shuttled out in a dumper by somebody. That is labour, and it is the part of a tight-access job that gets left out of a quote written from a photograph.
  • Two labourers are assumed to be on site while the machine works, which is also the safe way to work near an open excavation.
Carting the spoil away, including tipping — materialsestimated, ±60%
  • Excavated soil swells about 25% once it is dug, so the loose volume that leaves the site is a quarter more than the hole. That is why nine lorries leave a hole that measured eighty-six cubic yards.
  • One load is modelled at 12 cubic yards and 1.6 to 2.8 hours of truck and driver, which is the round trip rather than the loading — the spread is how far the nearest tip is.
  • ⚠️ The material band is the tipping fee, and it is the single most local number on this page: some sites give clean fill away to a neighbour who wants it and pay nothing, some pay by the ton at a licensed facility. Ask where the dirt is going, in writing, because «we will take care of the spoil» has meant a pile at the end of the garden more than once.
Carting the spoil away, including tipping — labour
  • Modelled at 2.2 hours per load, the midpoint of a 1.6 to 2.8 band. Labour is a separate line from material because the regional multiplier applies to hours and never to what things cost to buy.
Vinyl pool: wall panels, braces, floor and liner — materialsestimated, ±33%
  • Priced per square foot of wetted interior — floor plus walls — because that is what actually gets built and lined, and it is why a deep pool costs more than a shallow one of the same footprint.
  • Includes the concrete collar the panels bolt to, the troweled floor and a printed liner. ⚠️ The liner is a consumable rather than a finish: seven to twelve years is the usual range, and a quote that does not mention it is not being dishonest, it just is not answering a question you have not asked yet.
  • The band is a stock rectangle with a basic liner at the bottom and a stepped shape with a heavier liner at the top.
Vinyl pool: wall panels, braces, floor and liner — labour
  • Modelled at 0.1025 hours per sq ft, the midpoint of a 0.075 to 0.13 band. Labour is a separate line from material because the regional multiplier applies to hours and never to what things cost to buy.
Fiberglass pool: the one-piece shell, deliveredestimated, ±29%
  • Priced per square foot of water surface rather than of wetted interior, because a fiberglass shell is bought as a finished object in a catalogue of moulds and its price tracks the plan size, not the depth.
  • Includes delivery. ⚠️ It does not include the possibility that the shell cannot reach your garden: these travel on a lorry as a single piece, and low bridges, tight lanes and overhead cables have killed fiberglass projects that were otherwise perfect.
  • The band is a plain small shell at the bottom and a large one with built-in benches, a tanning ledge and a coloured finish at the top.
Craning the shell in, levelling and backfilling as it fills — materialsestimated, ±49%
  • A crane or a large excavator, the set itself, and then the slow part: backfilling in lifts while the pool fills with water so that the pressures stay balanced on both sides of the shell.
  • ⚠️ This is where fiberglass pools go wrong. Backfilled too fast, or with the wrong material, a shell can float or distort, and neither is repairable in any satisfying way. It is worth asking what the backfill material is — clean gravel rather than the spoil that just came out.
  • The band is a straightforward lift from the driveway at the bottom and a long-reach crane over a house at the top.
Craning the shell in, levelling and backfilling as it fills — labour
  • Modelled at 10.0 hours per each, the midpoint of a 7.0 to 13.0 band. Labour is a separate line from material because the regional multiplier applies to hours and never to what things cost to buy.
Gunite pool: rebar cage and sprayed concrete shell — materialsestimated, ±31%
  • Per square foot of wetted interior: a steel cage tied in place and then concrete sprayed against it, cut and floated by hand as it goes on.
  • The hours are the reason this is the expensive option. Shotcrete is placed and shaped by people rather than poured into a form, and the shell then cures for weeks before anything else can happen.
  • The band is a plain rectangle at the bottom and a free-form shape with a raised wall or a spa spillover at the top.
Gunite pool: rebar cage and sprayed concrete shell — labour
  • Modelled at 0.27 hours per sq ft, the midpoint of a 0.2 to 0.34 band. Labour is a separate line from material because the regional multiplier applies to hours and never to what things cost to buy.
Interior finish on the gunite: plaster, pebble or tile — materialsestimated, ±52%
  • White plaster at the bottom of the band, an exposed pebble or quartz finish in the middle, glass tile at the top.
  • ⚠️ This is a consumable and it is the fact most often left out of a gunite quote. Plaster is generally redone every ten to fifteen years and it is not a small job — the pool is drained, the old surface is chipped out and a new one is applied. Our resurfacing page prices that day. A pebble finish costs more now and lasts appreciably longer, which is a real trade rather than an upsell.
Interior finish on the gunite: plaster, pebble or tile — labour
  • Modelled at 0.09 hours per sq ft, the midpoint of a 0.06 to 0.12 band. Labour is a separate line from material because the regional multiplier applies to hours and never to what things cost to buy.
Skimmers, returns, main drain and the pipe runs to the pad — materialsestimated, ±40%
  • Modelled on the pool perimeter as a proxy for the pipe run, which is what actually scales with it: more perimeter means more skimmers and returns and longer trenches to the equipment pad.
  • ⚠️ The main drain cover is not a detail. Under the federal Pool and Spa Safety Act, suction outlet covers in a residential pool have to be compliant anti-entrapment covers, and they carry a service life stamped on them — they expire and get replaced. A cover that is missing, cracked or out of date is the single most serious defect on a pool, and it is visible from the side of the pool by anybody who knows to look.
  • The band is the number of skimmers and whether the equipment pad is beside the pool or across the garden.
Skimmers, returns, main drain and the pipe runs to the pad — labour
  • Modelled at 0.31 hours per linear ft, the midpoint of a 0.22 to 0.4 band. Labour is a separate line from material because the regional multiplier applies to hours and never to what things cost to buy.
Pump, filter, valves and the pad they stand on — materialsestimated, ±45%
  • A variable-speed pump, a filter, valves, a small concrete pad and the pipework between them.
  • ⚠️ Variable speed is not a luxury line any more. Federal efficiency rules for dedicated-purpose pool pumps effectively ended the single-speed pump on new residential pools, and the ENERGY STAR list is the practical place to compare what is left. It also happens to be where the running cost of a pool is decided: the pump is the biggest electrical load in most gardens, and running it slower for longer uses a fraction of the power.
  • The band is filter type and pump size, not brand: a cartridge filter and a modest pump at the bottom, a large sand or DE filter with a bigger pump at the top.
Pump, filter, valves and the pad they stand on — labour
  • Modelled at 10.5 hours per each, the midpoint of a 7.0 to 14.0 band. Labour is a separate line from material because the regional multiplier applies to hours and never to what things cost to buy.
Equipotential bonding grid around the shell and the equipment — materialsestimated, ±37%
  • Solid copper conductor run in a loop around the shell and tied to the pool structure, the ladder and handrail anchors, the reinforcement in the perimeter paving, the pump motor and any metal within reach of the water.
  • ⚠️ This is the most invisible required item on the page. It goes in before the concrete and is never seen again, it does not make the pool work any better, and it is the difference between a pool and a hazard: its whole purpose is to hold everything a swimmer can touch at the same electrical potential so that no current has a reason to pass through a person.
  • Modelled on the pool perimeter plus a fixed run to the equipment pad. The band is the length of that run and how much metalwork there is to tie in.
  • Because it is a code item rather than a product, a quote that does not name it separately is worth a question. It is also an inspection point almost everywhere, which means somebody official looks at it before it is buried.
Equipotential bonding grid around the shell and the equipment — labour
  • Modelled at 0.105 hours per linear ft, the midpoint of a 0.07 to 0.14 band. Labour is a separate line from material because the regional multiplier applies to hours and never to what things cost to buy.
Dedicated circuits to the pad, GFCI protection and a disconnect — materialsestimated, ±54%
  • Buried circuits out to the equipment pad, ground-fault protection, and a disconnecting means within sight of the equipment but set back from the water.
  • ⚠️ This line assumes the existing panel has room and capacity. If it does not, that is a service upgrade and a different job — our electrical panel upgrade calculator prices it, and it is a four-figure surprise that arrives after the hole is already dug.
  • The band is the trench length from house to pad and whether lighting is on its own circuit.
Dedicated circuits to the pad, GFCI protection and a disconnect — labour
  • Modelled at 11.0 hours per each, the midpoint of a 7.0 to 15.0 band. Labour is a separate line from material because the regional multiplier applies to hours and never to what things cost to buy.
Safety barrier with a self-closing, self-latching gate — materialsestimated, ±46%
  • ⚠️ Not a safety extra. A barrier around a residential pool is a code requirement almost everywhere in the United States, with rules on height, on how far apart the gaps can be, on what a child can climb, and on a gate that closes and latches by itself out of a small child's reach. The CPSC publishes the guidelines the residential codes are built on.
  • Set the barrier length to zero if the garden is already enclosed to that standard — but check the gate before assuming it, because an ordinary garden gate almost never latches itself, and that is the part that fails.
  • The band is chain link at the bottom, aluminium or mesh in the middle, and a good-looking fence somebody actually wants to see from the kitchen at the top.
Safety barrier with a self-closing, self-latching gate — labour
  • Modelled at 0.195 hours per linear ft, the midpoint of a 0.13 to 0.26 band. Labour is a separate line from material because the regional multiplier applies to hours and never to what things cost to buy.
Concrete paving around the pool — materialsestimated, ±34%
  • Broom-finished concrete with reinforcement, which is also what the bonding grid ties into. Three to four feet all round a small pool is about 300 to 450 square feet.
  • ⚠️ Nobody leaves a pool surrounded by mud, so this is not optional in practice even though it is optional in a quote. It is one of the two lines most often left out of a headline price, and it is the one that turns a finished pool into a finished garden.
  • Stamped or exposed-aggregate finishes and stone pavers cost more and are priced on our concrete and paver patio pages instead.
Concrete paving around the pool — labour
  • Modelled at 0.0725 hours per sq ft, the midpoint of a 0.05 to 0.095 band. Labour is a separate line from material because the regional multiplier applies to hours and never to what things cost to buy.
Backfilling, grading and making the garden good
  • Modelled at 0.16 hours per cubic yard excavated. Building a pool wrecks the garden it stands in, and putting that right is work that appears on no brochure.
  • Includes grading the ground away from the pool so that rainwater and hose water do not run back into it, which is both a code idea and the reason a pool stays clean.
Filling, balancing the water and starting the system up — materialsestimated, ±55%
  • Water, the first fill of chemicals, and the startup itself — which on a plastered gunite pool is a defined procedure over several days rather than a switch being thrown.
  • The band is mains water against a tanker, and how much chemistry the first fill needs.
  • The CDC publishes what pool water chemistry is actually for, which is worth reading once by anybody about to own some.
Filling, balancing the water and starting the system up — labour
  • Modelled at 5.0 hours per each, the midpoint of a 3.0 to 7.0 band. Labour is a separate line from material because the regional multiplier applies to hours and never to what things cost to buy.
Pool heater and its connection — materialsestimated, ±49%
  • A gas heater at the bottom of the band and a heat pump at the top. The heat pump costs more to buy and far less to run, and it stops working usefully once the air gets cold — which is exactly when a gas heater earns its keep.
  • ⚠️ A gas heater may need a larger gas supply than the house has, and that line is not in this dataset because it depends on the meter, the run and the rest of the appliances. Ask before, not after.
  • The band does not include the running cost, which is by far the larger number over a pool's life and is decided mostly by whether the pool has a cover.
Pool heater and its connection — labour
  • Modelled at 6.5 hours per each, the midpoint of a 4.0 to 9.0 band. Labour is a separate line from material because the regional multiplier applies to hours and never to what things cost to buy.
Salt chlorine generator — materialsestimated, ±53%
  • Makes chlorine from dissolved salt instead of you carrying it home in a tub. ⚠️ Worth being clear about what it is not: a salt pool is a chlorine pool. The water is chlorinated either way; what changes is where the chlorine comes from and how it feels to look after.
  • The cell is a consumable with a life of a few years and a real replacement cost, which belongs in the comparison against buying chlorine.
Salt chlorine generator — labour
  • Modelled at 3.0 hours per each, the midpoint of a 2.0 to 4.0 band. Labour is a separate line from material because the regional multiplier applies to hours and never to what things cost to buy.
Automatic safety cover, with its track and housing — materialsestimated, ±43%
  • The most expensive single option on this page, and the one that does the most: it is a recognised safety barrier in its own right in many jurisdictions, it cuts evaporation and heat loss to a fraction, and it keeps the pool clean enough to change how often it gets used.
  • ⚠️ It has to be designed in before the shell is built, because the track and the housing are part of the structure. Retrofitting one is a different and worse job, so this is a decision with a deadline rather than a decision that can wait.
  • The band is pool size and whether the housing is recessed under the paving or sits on top of it.
Automatic safety cover, with its track and housing — labour
  • Modelled at 15.0 hours per each, the midpoint of a 10.0 to 20.0 band. Labour is a separate line from material because the regional multiplier applies to hours and never to what things cost to buy.

Not included in this dataset

The permit itself, and the inspections
Pool permit fees vary by an order of magnitude between jurisdictions and there is no national source for them. A pool is also one of the most inspected jobs a homeowner ever commissions. Both are real costs and neither can be honestly averaged.
Rock, a high water table, or anything else underground
⚠️ The largest single risk on this page and the one no form can predict. Hitting rock turns an excavation into a blasting or hammering job; a high water table means dewatering for the whole build and, on an empty vinyl or fiberglass pool, a permanent hydrostatic problem. Ask what the contract says happens if either turns up, before signing it.
Running it
Electricity for the pump, heating, chemicals, opening and closing. Over a pool's life this comfortably exceeds what it cost to build, and it is the half of the decision that a build quote never shows. Our pool maintenance figures are on the hot tub page for spas; for a pool, assume it is not small.
Landscaping, screening and lighting the garden
Perimeter paving is included because a pool cannot be used without it. Everything beyond that edge — planting, retaining, garden lighting, a shed for the equipment — is a separate project, and several of them are priced elsewhere on this site.
A service upgrade if the panel is full
The pool circuits assume the existing panel has capacity. If it does not, that is a service upgrade priced on our electrical panel page — and it is the kind of thing to check before the hole is dug rather than after.
Replacing the liner or the plaster later
Both are consumables with a known life: a vinyl liner every seven to twelve years, a plaster finish every ten to fifteen. They are excluded from a build price everywhere, which is fair, but they should be in the decision.
Crane hire where there is no ground access
The no-access setting models the extra hours, which is nearly two and a half times the labour of an open site. It does not model the crane itself: reach, set-up, and whether the road has to be closed are what price that, and none of them can be read off a form.
What it does to your insurance
A pool changes a homeowner policy and sometimes the liability limits on it. This page prices work; your insurer prices that, and they should be told before the pool exists rather than after.

Use the calculator, price an above ground pool instead, or read the full method.
